The C-2 is domestically-developed and manufactured, and employs various new aircraft systems, and its deployment by the Japan Air Self-Defense Force (JASDF) began in March 2017.
Packed with the most advanced technologies, the C-2 flies faster and achieves greater range than the C-1 and other transport planes owned by the JASDF.
With a cargo hold larger than those of the others, it can accommodate heavier loads, thereby fulfilling a wide range of missions, such as international cooperative operations.

The C-2 has been developed alongside another Kawasaki product - the "P-X" for the Japanese navy - to help better manage program costs and development phases. This aircraft is intended as a maritime patrol platform for the Japan Maritime Self-Defense Force (JMSDF) and was introduced in 2013 while seeing at least thirteen airframes built to date (2014).

The C-2 has been designed to take-off and land on unprepared airstrips or short runways such as grass, snow and mud. The 43.9 m-long, 44.4 m-wide and 14.2 m-high C-2 features a high wing monoplane design.
The aircraft has a glassed-in nose, a pressurised flight deck, cargo hold and a rear loading ramp, which can open in-flight.

The C-2 is powered by a pair of General Electric CF6-80C2K turbofan engines. While sharing fuselage components with the Kawasaki P-1, the fuselage of the C-2's is substantially larger to accommodate a vast internal cargo deck, which is furnished with an automated loading/unloading system to reduce workloads on personnel and ground equipment.
The forward fuselage and horizontal stabilizer is made of an internally-designed composite material, KMS6115. A tactical flight management system and head-up display is installed to reduce the challenges involved in flying at low altitudes or close to mountainous terrain.
